ARTICLE I
Organizational Name
This association shall be known
as the Oakland Catholic Soccer Parents’ Association, or
the OCSPA.
ARTICLE
II
Organizational Purpose
The Oakland Catholic Soccer Parents’
Association (OCSPA) is a parents’ organization made up of
parents and guardians of current soccer players who attend Oakland
Catholic High School. The Association also includes parents and guardians of
alumnae soccer players and other alumnae of Oakland Catholic High
School. Our purpose
is to provide all off-field services, activities and benefits that
are needed by, and in the best interests of, the Oakland Catholic
High School soccer team.
ARTICLE III
Organizational Membership
Membership in the Oakland Catholic Soccer
Parents’ Association shall include the following categories:
Regular
Members
1) A parent or guardian of a current soccer player who attends
Oakland Catholic High School and is current with the annual dues
2) A parent or guardian of alumnae soccer players, or other
alumnae of Oakland Catholic High School. Regular Members
shall have the right to nominate Board positions and put requests
and suggestions before the Board of Directors for action.
Regular Members are eligible to attend all Board meetings,
provided they are in good standing with the organization, and
advise the Recording Secretary two weeks in advance that they will
be in attendance.
A member in good
standing shall be defined as any parent or guardian of an
Oakland Catholic High School soccer player, whose dues are current
and paid in full, or alumnae soccer players.
Board
of Directors
The Board of Directors shall be Regular Members in good
standing with the organization, nominated by Regular Members and
appointed by the existing Board.
There shall never be more than seven Board Members in any
given year.
Board
Officers
They shall consist of:
the President, the Vice President, the Treasurer and the
Recording Secretary
ARTICLE IV
Board Structure
Board Officers shall be nominated and
appointed by the Board of Directors.
The Board of Directors shall be nominated by Regular
Members, be appointed by current Board members, and shall serve in
their appointed positions for a term not to exceed one year.
All other appointed positions, including those not yet
named, shall be appointed by the Board for a term not to exceed
one year.
Nominations for Board of Director
appointments shall be made at the conclusion of the current
playing season, after the last game and prior to the
End-Of-The-Year Banquet by Regular Members of OCSPA to any Board
member. Appointed
Board Members can, with approval of the Board, serve consecutive
terms.
All terms shall begin with the
End-Of-The-Year Banquet and shall conclude at the subsequent
End-Of-The-Year Banquet
President
The President shall preside over all meetings and be
the official spokesperson for the organization.
He/She shall set the agenda and the date, time and location
of meetings. All
correspondence initiating from the Board shall receive the
approval of the President. He/She
shall assign tasks, as necessary, to further the goals and
objectives of the Association.
Vice
President
The Vice President shall, at the request of the
President or by vote of the Board, assume the responsibilities of
the President, if the President is unavailable.
It shall be assumed that the Vice President will become
President of the Board in the following year, unless otherwise
stipulated by the Board by a majority vote.
Treasurer
The Treasurer shall receive, record, maintain, and
disburse all funds pertaining to the organization.
All funds disbursed by the organization shall require the
approval of the entire Board of Directors and the Treasurer’s
signature prior to disbursement. The Treasurer shall disclose and provide a written report of
the financial standing of the organization, to include all monies
received and disbursed since the last report, one week prior to
every meeting of the Board of Directors.
The Treasurer shall also be responsible for recording the
collection of annual dues.
Recording
Secretary
The Recording Secretary shall distribute meeting
notices, record, transcribe and distribute minutes from all OCSPA
meetings, prepare and distribute all official correspondence, and
prepare any correspondence for dissemination to the Regular
Membership. The Recording Secretary shall also take the roll at
all OCSPA meetings. He/She
shall also maintain all historical records, correspondence and
archives for the Association.
Class Representatives
Four Class Representatives, one parent representing
each class, shall be appointed by the Board of Directors to assist in the
dissemination of information, collection of monies and other
activities as determined by the Head Coach, the Board and
Committee heads. They
shall also serve as the primary information center for the players
for all off-field items. To
whom Class Representatives report shall depend on the specific
activity.
OSCPA Committees
The Board of Directors shall appoint Regular Members to
specific committees to further the goals and objectives of the
Association. Each Board Member shall function as a liaison between
Committee Heads and the Board, and oversee committee activities.
These committees may include, but are not limited to the
following:
Yearbook
Committee
Game
Program Committee
Concession
Stand Committee
Senior
Recognition Committee (Traditionally Junior Parents)
Banquet Committee
Road
Trip Committee
Pizza
Party Committee
Picture
Day Committee
Website Committee
Season
Video/DVD Committee
Committee Heads serve for a term of one year; however, the
members of these committees may be re-instated by the Board, or
new members may be nominated by Regular Members for approval by
the Board.
Head
Coach
The Head Coach shall be a permanent member of the Board
of Directors and is responsible for all on-field activities
related to the team.
ARTICLE
V
Organizational Dues
Annual dues for Regular Members for the
upcoming year shall be determined and proposed by the Treasurer,
and approved by the Board of Directors, after the final financial
statement for the current year is completed.
All invoices must be submitted to the Treasurer within two
weeks after the End-of-the-Year Banquet; the final financial
statement for the year must be presented to the Board for approval
within one month after the End-of-the-Year Banquet.
Parents shall be advised of the dues amount at the Oakland
Catholic Open House, or whenever initial contact is made by a
parent concerning membership on the team.
Annual dues are to be paid in full before the
start of the regular playing season each year.
Dues paid after the beginning of the regular playing season
shall be assessed a five percent late fee.
No player shall be denied the opportunity to play soccer at
Oakland Catholic High School due to financial hardship.
ARTICLE
VI
Organizational Meetings
The
Oakland Catholic Soccer Parents’ Association shall hold, at a
minimum, four meetings per year, one per quarter.
Other meetings may be called at the discretion of the Board
President. Meetings shall take place at the time and place set forth by
the President. The
Recording Secretary shall notify all Regular Members of the
meeting. Any Regular Member wishing to attend a meeting shall notify
the Recording Secretary two weeks in advance, in order that an
appropriately-sized site may be arranged.
All regular meetings of the OCSPA shall
include the following at a minimum:

ARTICLE
VII
Amendments to Bylaws
These bylaws may be amended by a resolution
of the Board of Directors. A
majority Board member vote must be affirmative for the resolution
to be adopted. Any Regular Member of the OCSPA may submit a request for
amendment in writing to the Board of Directors.
The bylaws shall be reviewed by the Board of
Directors for possible revisions at least annually.
